The recent addition of 1.1GW of offshore wind capacity is a step in the right direction, but it's not enough to keep pace with Germany's 2030 goal of 30GW.
One of the key challenges highlighted by industry groups is the current tender design, which failed to attract any bids in the August 2025 auction. This has prompted calls for an amendment to the offshore wind law, with a proposed shift from negative bidding to two-sided, index-linked contracts for difference. This change, they argue, would reduce financial risks and improve the bankability of future projects, ultimately helping to keep electricity costs competitive.
"The negative bidding system has proven ineffective, and we need a swift transition to contracts for difference to ensure the sector's stability and growth," says a representative from the BWO.
The proposed return mechanism for commercially unviable sites is another crucial aspect of the industry's demands. By allowing for the retendering of such sites without delay, the sector aims to mitigate the impact of changing market conditions and ensure a more resilient investment environment.
However, the challenges extend beyond the regulatory framework. The slow progress of grid connections and project delays are causing some developers to reconsider their commitments, potentially hindering Germany's transition to renewable energy.
